Shared. There are many users (usually 50-100) using each server (and its associated exit IP address).

 

The IPs are also static and almost never, if not never change for most servers.

You forget that an IP address alone is not enough to send and receive packets. There's also a port, and that one is unique. Temporary, but unique.

Each node has a unique IP address in the virtual private network. See also "IP masquerading" and "Network Address Translation".
