Noticed this, too. Probably a latency checking error, so it's set to 0 in exception handling. Doesn't make much sense otherwise because the latter half of every traceroute I do ends up on hops in Amsterdam. Unless the Italian rerouting server IT2 is in Amsterdam, which would make even less sense because it's actively used to unblock content georestricted to Italy.
