WhatIsMyIPAddress.com shows "Private Layer INC" confirmed proxy. What info does this INC keep?

I signed into my AirVPN Software, chose a Switzerland server, and checked my IP Address with WhatIsMyIPAddress.com (Which doesn't want to work with Chrome, so I have to check it with IE or Safari) and it shows a a "Confirmed Proxy Server" in the Hordaland region of Bergen, Norway owned by the organization "Private Layer INC".

 

My AirVPN Software says my IP Address is 46.19.137.116 and whatismyipaddress.com confirms this is the IP Address showing, but it's showing Norway, not Switzerland and a company whose data recording practices I'm not sure of...

Can someone please explain to me what is going on in EXTREMELY simple terms since I'm a total Noob when it comes to VPN, etc.? 

 

Why is it showing as a different country and being owned by a company that provides VPN Services? What are their tracking and record keeping policies? 

I'm new, so please keep that in mind when responding.

it's the company which operates the datacenter in Zurich where Virginis is physically located. If some IP geo-location service reports it as being in Norway, it's just a geographical IP location database error (not uncommon: maintaining an IP database in good order is a difficult task).
