It's an old golden rule to make correlated wiretapping more difficult. The idea is that a criminal organization, or even some governmental agency, need more work to simultaneously wiretap your line and a node you connect to, when your line and the node are in different countries and different jurisdictions. Quite obvious if you start thinking about it.
