Generate config by country vs. individual server

If I generate a config by individual server, I obviously always connect to that particular server.

But if I generate a config by country, which offers several servers, am I connecting to the same server every time? Or to any of the several total number of servers offered, at random, or least busy, or what? In other words, if my config is generated by country, are all of the available servers' IP addresses contained within the config, one of which gets chosen by some criterion, and perhaps a different server every connection?

Currently the choice is random. We are working to implement a system which will select dynamically the best available server for regions according to the result of a formula based on definite parameters. You will have more details in the future.
