It may happen when there are numerous, concurrent connections from the same IP address, it's not a case of a black listed IP address. Google should never be used, VPN or not, anyway you can also rely on https://startpage.com which will act as a proxy to Google Search, therefore adding some additional privacy layer between you and Google Search.
