Bluetit on Ubuntu Port Forwarding - no router access

Hello
Somewhat competent home server administrator here attempting to re-setup my NAS box and Plex server. I previously had everything running at my old house, where I had router access and a static IP.

What I'm trying to do now is connect my home server (ubuntu) through AirVPN and port forward so I can access (for instance qbittorrent and plex) remotely.

Bluetit I got setup fine. Port forwarding results in Connection Error 111. 

Ubuntu isn't running a firewall, ufw disable. Have also tried enabling and opening the local port. But what I *think* I'm missing is port forwarding via iptables from tun0 to my local interface. There are the iptables rules for DD-WRT or Tomato, and seems like most people do this step via a router, but as I've said in the title I don't have access to the router as I share internet with my neighbor/landlord.

Is this possible for me to do without access to the router? Any instructions for doing this? I tried following the DD-WRT instructions and just running on my ubuntu instance but the --dport command wasn't found. 

I've also just tried using Eddie and that also resulted in connection error 111

If your Ubuntu computer directly connects to the VPN you don't need any additional rule on the router. Error 111 (connection refused) hints to packets actively rejected by your system with a reset, so it is likely that the packets reach your computer indeed. Please make sure that the listening programs are really running and listening to the correct ports. Also make sure that such programs do not bind to the physical network interface, if a bind option is available in the settings. Last but not least, as far as it pertains to the torrent software, please re-check its configuration against our guide here:
