Unable to get port forwarding working

Hello,

I'm trying to get port forwarding working so that I can play a multiplayer game.  The port I need (7023) is already allocated to another user, but at this point I'm just trying to get any port at all to show up as "Open" when I use one of those online port-checker tools; at least this would confirm how to solve the problem.  So I requested a random port and got it, but the online port-checkers are still saying the port is closed.
