Surfing through an American DNS server

I have noticed that when I am connected to the Castor server, the DNS leak test shows the DNS servers belonging to google in the United States 74.125.189.23 and 74.125.189.20. Is it normal for a Netherlands connection to have American DNS servers?

When the VPN is off, then I see my college's DNS server.

Is it a correct understanding that if the DNS servers are in the United States, then a customer's web movements can be tracked by the American government despite the customer being connected to a non-American VPN server?

Basically yes. In case of your connection to the VPN, not really, because the "American government" would anyway see the exit-IP address of the VPN server you're connected to.
