Different Protocols if ISP apllies caps or blocks

I don't understand how using different protocols(TCP, SSH, SSL, etc w different ports)can affect or mask how much data is being mover through my ISP connection, via VPN. Isn't data counted the same, bit by bit, whether encrypted or nor, packets the same size? Is that what is meant, @ using different protocols when ISP applies caps?

It doesn't mask data usage.

 

It's just that some ports are given lower priority than others in some networks.

As said by go558a83nk, this does not hide the data usage, but the underlying protocol.

Data usage and counted packets cannot be hidden from counters - but the actual usage of VPN can.

This is not provided as a tool to cheat your ISP billing system, it's a tool to bypass restrictive networks.

I've since edited my post above to be more specific about "mask"ing.  I must have written that before I had my coffee because it wasn't a thorough answer.
