Please note when you are using VPN over Tor: Do not attempt to use Tor with obfs4 bridges or any other obfuscation option, otherwise the client will fail to connect with a " cannot find first node" error If Tor is blocked at your location, you are out of luck, i have made Staff aware a few weeks ago of the error and they sent it to the beta development team. But with a few precautions and knowing the limits of the technology, it's quite useable.
