How many IPs per server?

Was using Lyra today and noticed one of the IPs were banned from a popular IRC network (3-day temp. ban.) How many IPs are there per server (on average)? I assume the exit IPs are assigned randomly?

The exit-IP addresses are static and shared. There is 1 exit-IP address per server. Additional exit-IP addresses may be used but only when strictly necessary.
