Can't sustain high speeds on twitch.tv streams

I'm currently in college, and as such forced to live with throttling of streaming services such as youtube and twitch.tv to around 2.5 Mb/s, which is barely fast enough to stream 720p 30fps. Among other things, I've been attempting to use Airvpn to watch twitch.tv streams at full speed. However, I've found that despite getting speeds of around 5 Mb/s on other services through Airvpn, I usually get speeds of less than 1Mb/s when watching twitch streams. This is actually slower than the throttled speed that my college allows on the site. Does Airvpn throttle high bandwidth streaming services like twitch and youtube? Or is there some other issue that I may have been overlooking, such as my school's NAC service, Safeconnect?
