Unable to connect to vrpirates.wiki

I can't connect to vrpirates.wiki

I've tried connecting from my windows 10 desktop both with and without a connection through AirVPN. I have used the Alphard server in Netherlands and Alhena Server in Canada with no access from either. When checking the URL in the route checking tool, all HTTP entries are red with 'Fail No Connect'. Using the ipleak site I cannot see my ISP in any of the results althogh there are 4 USA DNS servers when I connect to Netherlands.

I cannot reach it from my desktop using Fibrus ISP but can from my cell phone when connected to myu data plan which makes use of the O2 network. I can access the site both with or without AirVpn connection from that device. However, when using the route checking tool on that device the same Fail No connect is shown for every HTTP entry.

I have a feeling it is to do with my ISP, but cannot understand why my connection through AirVPN does not bypass this
