My ISP's QoS policy strictly limits the rate of UDP transmission to no more than 5mbps

Recently I reported that my download speed are throttled. After some diagnosis, I think it is because ISP's QoS policy strictly limits the rate of UDP transmission to no more than 5mbps during the peak internet hours.(normally I can get 100mpbs) I think ISP only limits the international traficc. I tested the speed fast.com. Is there any way to solve this?
I tried some ways in the community, using different port, try SSL protocol. It just make my speed slower.
And one thing is weird. I am able to watch 8k video on youtube, download a file from GDrive 8M/s even when my speed test is 5mbps. But when I watch things like twitter, the experience are in line with the test.

yeah it's slower. Maybe I will change my ISP. But it will be my last choice.
