The VPN Lock is a best-effort feature to have something like a NetLock if the Android version doesn't have the VPN lock feature (all blocked except for when a specified VPN app is connected). Not sure if Firesticks come with that feature, so I'd say, use this VPN Lock as your Network Lock. Others may confirm or correct the bit about Android's Lock.
