Using docker to rotate IP addresses

Hello all,

I am looking to create a docker container or some type of script to rotate my IP addresses. My goal is to rotate my IP address every time that it is unable to connect to a given IP (TTL like 30 seconds). However, If I am unable to do this I would like to simply rotate my IP address every couple of minutes. 

Does anyone know how I might do this efficiently? I would preferably run it from a local machine or docker container routing my applications through it.

Just stop and restart OpenVPN or the container.
