What are servers with high usage and low users doing?

Some servers have 100+ users and less than 50% load, and then some servers have 3 or 4 users and have 70%+ load.

 

What are they doing that would put that amount of load?

Some of the servers are only 100mbit/s servers, most are 1000mbit/s.

 

Keep that in mind when you're looking.

When I download games from steam with ethernet cable I often reach about 45MB per second.
