Slow speeds on chromebook

Just signed up for service today and I'm getting pretty slow speeds on my chromebook plus.  Normally my dl speed is around 250 Mbps...getting around 50-60 through VPN.  I've read this may be comcast throttling me, but unsure how to fix on chromeos (or android since I'm going to setup my phone also).
