AirVPN + Windows Store?

My ISP throttles my connection to Microsoft servers, because they're a local ISP and suck. When I use a VPN, I bypass this throttle. Though I'm having a problem I haven't had before, which is that my downloads from the Windows Store seem to keep resetting.

 

I've contacted MS support several times, and they've tried a few things to fix it. I haven't told them I'm using a VPN, because somewhere in their troubleshooting FAQ it suggested turning VPNs off.

 

There is no error message or anything on the Windows Store. I'm just downloading my game, and one moment it resets back to 0. I've tried this several times, and with different games from the Windows Store. So I'm just wondering if it's the VPN. Hopefully not. My connection is 2mbps, and when I'm trying to download from the Microsoft store, it goes down to about 20KBps... Downloading a 20GB game at 20KBps will take forever.

 

I hope this isn't a known issue, and that it's something else. Using a VPN is pretty much my only option to ever download these games.
