I currently use a Charter Spectrum modem with my own r6400 router. My question is can my ISP still hijack my DNS traffic even if I enable DNS leak protection, flash my router with DD WRT, use DNScrypt, ect,ect,. Do I need to buy my own modem?

No, DNS requests are encrypted and sent via the VPN tunnel. You are not even using your ISP's DNS and they cannot read or change the queries.
