I don't want to use german servers so I blacklist them but after restart the german servers are again present Is there a way to permanent blacklist servers?

did you shut down the Eddie app properly?  Mine remembers blacklists and whitelists.

that's the problem.  you must disconnect then close the app properly.

if I shutdown it is always disconnect (I only have UMTS internet connection = I am not always online)

You need to manually shut it down, by clicking the X or clicking the AirVPN dropdown menu and selecting exit.
