Monitor outbound connections with network lock on

So as the title i want to monitor outbound connections while keeping network lock on. Issue is firewall will ask to allow every single application and then i guess it bypasses the rule Eddie made? I am missing something or maybe a way to avoid that?

Are you using XP or something? Can't remember the newer Windows versions asking if apps may access internet.

i am using windows 10. Thing is when applications make firewall rules do they nullify the ones made by eddie that limit the internet access to when vpn is on only? That is what i don't understand. 

The asking thing is a firewall control module to give me notifications on outbound notification (windows firewall control).

I think it depends on the app. Some just add rules, others wipe everything first and then add their rules. Eddie backs up the current, then wipes them and then adds the Network Lock rules.

 

But most of them shouldn't do anything with firewall rules, unless it's some sort of security software.
