Dota 2 packet loss when connected to any airVPN servers

Hi guys, I have the weirdest issue, when I have my airvpn connected to a Swedish vpn server, I have a around 10% packet loss in Dota 2 (according to Dota 2 client). But when when I connect to one of the Latvian servers, I dont have any packet loss. I'm from Finland, so the swedish servers would offer me best pings, but the packet loss makes the game unplayable. I cant really believe that this would be location related, so what could cause the issues with Swedish servers? I have tried multiple servers, and all seem to have at least some issues.
