Is it possible to download AirVPN config file directly onto a Samsung Smart TV to allow me to watch foreign tv shows which are IP blocked and if so how would I go about it? At present I am using Allshare to cast what is on my Android tablet on to the TV.

No directly. You have to use a VPN enabled router or you could create a Wifi network with your computer that shares it's VPN connection. This could be easily done in Windows with Virtual Router or from cmd console. I would recommend to do some research on this.
