Old thread, but I get www.lowes.com blocked on Heze (US).  On Persei, it goes through fine.  No problems on homedepot, walmart, or bestbuy.

 

I'm using the port 80 version of Heze.  I wonder if the port is the problem?  I think I'll try another flavor of it and see what happens.

 

EDIT:  Nope.  Even with Heze, UDP, 53, www.lowes.com   doesn't work:
