USA Servers blocking port 2083 (out of USA servers work) help?

Using any of the USA servers block port 2083 for some reason. I'm trying to connect to cPanel that uses port 2083 for my blog that has a lot of images and connect outside the USA seems to take much longer to upload/download the images. Is there any reason why all of a sudden within the last 1-2 weeks the USA servers are blocking that port when I've never had a problem before? It works when I connect to out of country servers like Singapore. Other ports like 2087 work and my firewall/security is not the problem.

Is there a fix or solution for this other than switching to a new vpn? (which I really don't want to do). I've also tested the port on http://portquiz.net/ and it's a no-go.
