problem with connection and speed (route check problem ? isp throttling speed ?)

hello everybody i got a problem with my vpn connection, i noticed that my speeds are slow (25mb/s without vpn, less than 1mb/s or sometimes 4mb/s with vpn)and when i try to play any game, csgo for example: my ping jumps + i get choke. This never happened to me. I used openvpn gui to connect to airvpn servers but now i am using eddie, i highlighted what error i get when connecting to a server, although it says that it cant connect to the server it actually connects. Can anybody explain why this error pops up and how to fix it ? i try changing servers but that doesn't work i also tried using different protocols but everytime i get the same error message but from different server. (could they be throttling my (or vpn's) speed ?)

ps: i am at university so i have no idea what kind of security they have here, 3 days ago i think they throttled everybody's internet (might be wrong), i was getting 44mb/s when downloading a game on steam and now i get max 4mb/s, is there anyway to get the same speed back ?
