Paypal and vpn, how to

I have a wifi in common with other people and someone probably has got his paypal account blocked...and so, all others too.

Now me and the other guys who were sharing the wifi are looking for a way to show paypal servers a new ip, each one his own ip while still using the same wifi we used to. Is it possible?

Basically we would need a vpn program which allows to use a different ip / area but always an ip of the same TOWN where you live, so you will not have your paypal account blocked as it is usual when they see you connecting from different towns. Thanks.

Sure, you can try using the Dutch or Swedish servers. They have lots of different IPs from the same area (and even same subnet).
