Time delay for internet access

When I login, to any server (I've tried with 5 in 3 counties), there is always a delay of 13-17 minutes before I can use the internet.

I have internet access (airVPN is an exception in HOSTS and is available as soon as my compurt boots up - and continues while this delay occurs)

The login itself seems fine, claiming I'm logged into the server after a few seconds, and 1or 2 kB of data have been exchanged.

But I can't access email, the net etc.

 

After the delay, everything works fine.
