Speeds fluctuating up and down drastically

Wonder if anyone can help please? I have had no issues until recently but now I'm having trouble with torrents..

The speed goes to full speed (port open, green light etc..) but then all of a sudden it will drop to near nothing and gradually rise to full speed again - It does this constantly..

I'm using Mountain Lion OS X 10.8.2 (12C60)

Latest Utorrent

Beta Tunnelblik

I've tried UDP, TCP etc..

I'm baffled - Any help would be great.
