According to Hostinger it's the right domain. https://srv123.hstgr.io:8443/download-backup/(filename here) is an example of the url they send you if you want to download your prepared site backup. Saying they are all about privacy but when there are issues they strongly advise you to not use VPN, Tor or proxies and to use a Gmail address if you want to communicate with them while promoting all other Google services at the same time. A VPN adds a considerable layer of complication to troubleshooting it's not uncommon to block anonymizers on interfaces where administration of IT assets is possible; it's a security consideration, not an attack on privacy.
