Eddie doesn't restore pf anchors

My macOS system has two sets of anchors installed at startup. One is the standard OSX set and the other is a set that I am required to have in place.

I've noticed that both the Eddie CLI and Eddie UI drop all of the anchors when they shut down and only put back the ones in /etc/pf.conf.

My question is: how do I make sure that Eddie returns the anchors to their original state when shutting down?

I'm fine with twiddling configs but I'm not sure that I should change pf.conf because it can get clobbered by macOS.
