Minecraft server port forwarding help

Hi, I'm using AirVPN to port forward for servers for me and my friends as my ISP doesnt allow this normally
I have used it successfully on a few video games before, but am having trouble with minecraft
I have opened port 11786, TCP/UDP. After putting this in the server.properties file and running the server, it doesn't work, and trying "test open" on airVPN's port forward tool shows "connection timed out"
can anyone suggest why this might be happening? Thanks!
