problem with comodo firewall and system and windows os being blocked in comodo , should i enable or disable them

one thing ive noticed after setting the tcp and udp allow for both my devices static ip connected over lan cable to eachother as per the comodo firewall windows tutorial

they wont connect , but if i disable firewall blocking for system.exe in comodo firewall , they connect to eachother just fine , so my question would be

can i disable firewall blocking for system and windows operating system as seen in running process under define a new trusted/blocked application in any windows operating system with comodo firewall , or should i leave one or both enabled , rendering the communication between two lan devices nonfunctional
