But using a VPN, and while connected using Tor, makes usage safer. So don't ask this like it can only be black or white: Internet usage is always grey, but with VPN + Tor it gains some shades of white (as in safe). Lets say for example that you create the most secure tunnel technology has available. It could be a chain of VPNs (I do it) followed by three TOR relays, and finally you leave your perfect little tunnel and go out into "clear net" - or computer workspace as we call it. For most users this is where fatal errors sink their battleship. The list of errors I have had to help people through is a long one! Its easy to screw up and connect to something with your name on it, or log into someplace often and then you go somewhere else without changing the tunnel parameters and tracking you becomes trivial.
