Yahoo! Toolbar still tracking actual location

Hello,

When I am not connected to the VPN, I have cookies saved where the default city for weather in the Yahoo Toolbar would not identify the weather in my actual location, but the weather in another city. However, it still shows the weather for my actual location in the toolbar.

THE PROBLEM: When I am connected to the VPN Server Yahoo continues to show the weather for my actual location even though my IP Address is different. Why is this occurring?
