Support for automatic change of server

I loaded a torrent to DL.
When I came back the next day I saw it had 25 seeds but was only 2% done.
Then I saw the ping time was 500-1000 ms which caused my torrent client to throttle incoming BW

I manually switched vpn servers and my ping time dropped to 50-70 ms and that enabled incoming BW to increase over 5 times.

Can a feature be added to monitor server function/conditions and then automatically change servers when any factor exceeds the users preset trigger points?
