Slow after using vpn

I'm not sure how to categorize this, but after using the vpn the internet is very slow. Some sites I download files off can drop to 125 kB/sec from 2.1 my max, or drop out dozens of times before finishing. I tried a netsh reset which seemed to help, but if I use the vpn once it slows down again. This only started a few months ago, a different computer on the same network is not slowed down. I also tried disabling and reenabling the network adapter which helps sometimes after many tries.

Update: It started working again after pulling out the network cable and reconnecting it. Before this I was trying to download some files and they would fail with 0 bytes downloaded. This only happens after using the vpn.
