Port forwarding Problems

Hello,
I am a newbie. When I create a port (I've checked if it was free) and I check it, I only get error 110 (connection time out). When I desactivate my firewall, I have an  error when i check the ports which says that i can't conect to it....

Anyone can help me ?

Is the application for which the port is intended running?
