Don't click on Request a new port. Enter the explicit port you need in the field below first, then click on the button.
Be advised, though, a port can only be forwarded to one account. So if someone already forwarded 4500 to his/her account, you won't be able to do so, too.
(The port you mentioned, 4500, is a default IPsec port; this one for example is very likely already forwarded and therefore unusable by you.)

Hello
thank you so much for ur input!

To clarify some of the misunderstanding....
the issue is that some of the ports are blocked by my ISP which are required to be open for me to run a certain program

we will use the same example of port 4500, 4501, 4502,4503 (Strictly example)
The program requires this port to be open, but it is blocked by ISP
I have been researching on this subject and I kind of get the sense that, I can request certain free ports, for example 42000~42003 and assign each four of these ports with local port with 4500~4503, and the ports that i requested will be able to access the required 4500~4503??

This is what i have been trying but there is another issue
I have done exactly how i explained above, but when i test if the ports are open i get
"Connection Timed out (110)"
The above is with Windows firewall on, i have tried to add inbound exception for all 42000~42003 and 4500~4503 (I need to make exception for the requested port right? not the actual port)

and I get
"Connection refused (111)"
The above is with Windows firewall off

And any port check website still tells me all the above ports are closed.

Thank you again in advance, i would really appreciate your help!!

Correct. For this I advise using the sequential free port search further down the port forwarding page. Enter the number of sequential ports you need, in your example these'd be 4 (42000, 1, 2, 3). You get a message which ones are free. Then forward them further up.
After you did so, for every port change the local port accordingly.

This is not correct. If you forward remote port 42000 to local port 4500, people coming from the net must use 42000 while your software must listen on port 4500 (preferably on the VPN interface, but all/any interfaces work as well).
