About capacity on Server (And when using Wireguard

Awhile ago I see this post and realize 1 Gigabit server means 1.7 Gbit/s (with four OpenVPN)
Is that mean all 1 Gigabit server are actually 2 Gigabit?
And what about Wireguard on full load?

1 Gigabit full duplex means 1 Gigabit down and 1 Gigabit up at the same time. But that doesn't mean the capacity is 2 Gigabit: When you download a file, the VPN server in turn downloads it from the server and uploads it to you. If you download Ubuntu with 100 MB/s, the server is actually downloading it from Ubuntu servers with 100 MBit/s, and uploading that with 100 MB/s to you.

You mean this?The discussion was about what bandwidth the hardware can handle with encryption. The link is still full-duplex Gigabit.
