Just wanted to chime in that I've been experiencing the same problem since updating to latest version of Eddie 2.20. Downgrading to the previous version of Eddie did not solve this issue.

I basically need to run Eddie multiple times with admin privileges for it to successfully start and kill the process when it does not. Very frustrating.

Check the Task Manager to see if Eddie-Service-Elevated.exe is in the Processes tab and that the Eddie Elevation Service is running in Services; start it if it has stopped.  If it's not there at all, that could be the reason, and you may have to reinstall it.

I'm getting the same error message when I try to run Eddie, except it says "No Socket" instead of "Timeout". The weird part to me is that my traffic has been going through the VPN server since startup, even though no related processes seem to be running. I was actually trying to run Eddie to turn it off.

EDIT: Reboot solved the problem for me as well. *shrug*
