AirVpn wont install and PC also says I am different country on whats my ip

Whats my ip says i am in canada, vpn has not been used in weeks. cleared cache, reset modem and router. 
used ccleaner to uninstall eddie and then came here to get newest one.
on install it fails to load any lib file or airvpn.exe, then it will finish and say complete
when you try to run it message of privilege not there and cant run no socket.
using windows 8.1 pro and this is only laptop with this issue all other pc's seem fine.
