I also have Cable/DOCSIS connection
with a lot of AEAD Decrypt error: bad packet ID errors.
Updated openvpn to 2.5.2, no more AEAD Decrypt error: bad packet ID errors.
My download speed doubled, don't ask me why.
Give it a try.
