That's quite cool, and is a more or less advanced feature built for companies. From what I read on the docs, all Android API calls seem to be isolated, too, and since VPNService is also an API, it will be isolated as well. With this in mind, what you want to achieve doesn't seem to be possible and would also be unwanted because the feature is designed as a sandbox. I could be wrong, but that's what I gather. You might be lucky in finding a Magisk module enabling a traversal of this feature for specified API calls or apps. This will definitely require root, though.
