How can I always have the same IP on every connection?

Internal or external? If the latter, simply connect to the same server. The former is always dynamic, so no static addresses there.
Now, since I slightly sense the XY problem here, I must ask: What is it you really want to achieve? What do you really need a static address for?

I believe OP wonders why his Clients/users in EMBY get the forbidden page.
