Are the Belgian servers being speed capped (by my ISP)?

I've been having a weird problem lately that whenever I use a configuration with Belgian servers, which normally are my best, the speed always caps at around 5MB/s.
At first I thought it was my network / setup, but after trying the Dutch servers I've been getting way higher speeds (25 MB/s).
Could it be that my ISP is blocking/shaping traffic specifically from the exits?
