Trouble with the swiss Network ?

Since the last couple of days I noticed trouble with the whole swiss network, server load is high on some servers (like my beloved Kitalpha) and on others speed is rather slow.
Running online speedtest results in poor 1.5 Mbps  download while upload was okay with 10 Mbps - are there any problems known or should I get in touch with my ISP ?

PS: Figured out that Hamal works fine for me, while other like Achernar etc.  did'nt.

Can you do some ping tests to the servers, please? On both IPv4 and IPv6; at times there are differences.

situation changed a little now - in the early evening download is now at around 10MBps, since I disabled IPv6 in my whole home network IPv4 ping was around 40-50ms.
Traceroute were shown that within the level3.net routing everythink is ok  but  then   8   139 ms   298 ms   344 ms  19x.x.xxx.xxx

You didn't state which server you tracerouted, so following you and therefore confirming or denying your findings is difficult. Your full traceroute output will help.

If I do the traceroute to different server ISPs, I don't see Level 3 anywhere in my hops. It possibly means you don't live in the EU. But you could name servers you saw that high latency on and your country and I would try testing with a VPN or something.
