Currently experiencing issues with SocialClub and Rockstar Games Launcher on Kruger. Anyone else experiencing this issue?

yes, I can confirm that. I cannot access socialclub.rockstargames.com, but www.rockstargames.com is reachable.
socialclub.rockstargames.com is reachable when bypassing the VPN.

According to this report, socialclub.rockstargames.com is not pingable from any of the AirVPN server, and we get an HTTP code 302.
However, it seems connections may be blocked on Rockstar's side: see this link for more info.
